Notes Old card, "Leather cane made at the old prison for Clark Overton, Flemingsburg, KY." The Kentucky State Reformatory in Frankfort operated from 1799-1937. Between 1891-1929, contractors inside the prisons introduced labor-intensive, assembly line production of shoes, shirts, chairs, brooms, and leather goods, which were sold throughout the U.S. The passage of the Hawes-Cooper Act in 1929 prohibited interstate shipment of prison-made goods and dried up the contractor's markets.
