James Hillary Mulligan (1844-1915) was born in Lexington and the son of a local businessman and politician Dennis Mulligan. He attended St. Mary's College (Montreal, Quebec) in 1864 and received a law degree from Kentucky University (Transylvania University) in 1869. He acted as an editor, attorney, judge, state senator, consul-general to Somoa and orator. He is also well-known for his poem "In Kentucky." He was a friend of Robert Louis Stevenson. His home was Maxwell Place, which was created for him by his father as a wedding present. This historic building is now the official residence for the president of the University of Kentucky.
