Justice Stephens was elected Chief Justice of the Kentucky Supreme Court in 1982 and served as Chief Justice until 1998, longer than any Chief Justice in history of the Commonwealth. In May 1999, Governor Paul E. Patton persuaded Justice Stephens to accept the position of Secretary of the Justice Cabinet where he served until his death. |
